Ernakulam War Room Go Live Checklist

This page describes the war room setup at Ernakulam District Collector's Office

1. CoronaSafe Health Care Network

• Verify the existing Hospital data entered by KSDMA for Ernakulam District

• Create a process to ensure that hospital information in EKM is entered live into Care Network

• Get Map Kalamasserry Covid Treatment Center Hospital Building Bed Mapping including Covid ICU (Positive and Negative ICU's)

• Estimated Time of Completion - Sunday March 29th 12pm.

2. Model Short Stay Home- Rajagiri College

• Sub Collector to call Rajagiri Management and take permission to setup the CCC

• Inform Tahasildar to setup the Center as per Go-Live Checklist.

• Dr Mathew (Palliative Care- Malapuram) and NHM District Programme Manager EKM suggests that Revenue Department Heads the CCC because there is not much health to be maintained here.

• Revenue with support of LSGD could manage the CCC with daily consultation of a doctor/nurse and volunteers in the Center.

3. Ambulance Network

• Hand over Ambulance Registration System to

• RTO to Register all Ambulances (Public and Private) into CoronaSafe Network

• Integrate Angels into CoronaSafe Ambulance Network

4. CoronaSafe Emergency Food and Medical Logistics

• Volunteer Call for Food Logistics Network - Call Centers (Form to be created)

• Volunteer Call for Food Logistics Network -> Delivery Crew (Form to be created)

• Volunteer Call for Data Management at Panchayats

• Volunteer Call for Setting up Community Kitchens in Panchayats (Form to be created)

• Call Caterers/Flight Kitchen Operators to open up their Facilities

• Call for Volunteers to man the feedback center for experience and process improvements (Form to be created for women engineers people with software background to call people who received food and ask for experience. We expect 10% of people to be called)

• Provision for Medicines to be delivered at home.

• Communication Strategy to tell people how to do this.

5. TeleMedicine Network

• In EKM War Room add Dr Athul who will then add Dr Sajith.

• Dr Sajith will share the list of volunteers to Aisha

• Aisha will help the volunteers register into the Corona Safe Network.

• The Names of PHC in each Panchayats, Name of Pharmacist and Mobile should be send by Mrs Honey, Public Relations Officer to Aisha

• These Delivery Volunteers need specific training (which can be made with small videos on mobile phone) which has to be made by Dr Sajith

• Aisha will ensure that the Volunteers are trained in these Protocols

• We need to create the Hotline Doctor calls back/gets connected to the Healthcare ProfessionalWhen the call goes back from Doctor to Healthcare professional, there should be an operator who listens into the call and decides based on doctors advice

  1. This call needs an ambulance so connect to the ambulance network

  2. This call needs a medical prescription so that can be send over whatsapp.

  3. This call needs a follow-up so mark the details and time for follow-up.

• When the deaths increase in the system, we expect the portal to get heavy loaded so scaling should be thought through.

• A large number of doctors needs to be on the same page.

• The government doctors and private sector doctors operate in two different settings. We need to help the private sector

6. Curfew Pass Subsystem

• Collector to assign one officer for Managing Collectors Curfew Pass

• The officer tests the Curfew Pass system and backend by issuing passes

• The officer informs Collector that systems are working fine.

• Collector to Inform Ernakulam Police Chief of the CoronaSafe Network that is under testing for Go Live at Varapuzha Panchayat for 5 Volunteers.

• Volunteers will request for Passes

• These will be issued by the Officer.

• Collector Confirms systems are LIVE

7. Migrant Guest Workers Management System

• Test the Migrant Guest Worker Registration System

• Once the registration is complete, dashboard can be build

• Add new features to include regular checks by Officials / Helpline system for migrant workers to call and request for help.

Virus Spread Modelling

• Get Anonymised history of medical data from Kalamasserry Medical College which has eery field of information about a patient that is current collected.

• The first model will be up with 72 hours of receiving the data.

8. General Check List

• Collect Names and Mobile Numbers of All doctors, Pharmacists, Lab Technicians Panchayat wise

• Collect Names and Mobile Number of all Ward Members along with Ward Number

• T-Shirts for CoronaSafe Network Volunteers / Super Hero's.
